Cannot create a Merge request from Master repo to a forked repo.

GitLab Enterprise Edition 9.5.5-ee

Cannot create merge request from Master repo to forked repo but can create a merge request from forked repo to Master repo. The error we are getting is a status error saying "Source project is not a fork of the target project."

Proposal

To be able to create a merge request from Master repo to forked repo. As you can see in the attached PNGs, this is not possible. The forked repo doesn't even appear in the dropdown target branch.
