Issue labels don't show in epics with mixed subepics and issues

Summary

When looking at an epic that contains both sub-epics and issues with the show labels feature switched on, only the labels of the sub-epics are shown. This works fine for epics that only contain issues. I have started to notice this on 2022-10-18, but am not sure if it happened earlier as well.

Steps to reproduce

Go to an epic that contains both sub-epics and issues. You will see that the labels are not shown for issues.

What is the current bug behavior?

The show labels feature is not applied to issues in an epic that also contains sub-epics, and it only reacts to sub-epics.

What is the expected correct behavior?

The show labels feature also applies to issues in an epic that also contains sub-epics, just like it does for sub-epics.
