Background

Administrators may want to prevent their users from changing or adding new email addresses to their GitLab accounts so that they have complete control over the account.

Proposal

Create a setting similar to https://docs.gitlab.com/ee/user/admin_area/settings/account_and_limit_settings.html#disabling-user-profile-name-changes

The new setting would live in the same area within admin and be called "Prevent users from changing their email."
