Typeface > Determine implementation approach

In gitlab-org/gitlab-services&13 (closed), we explored various typefaces to utlize in the product and landed on Inter and JetBrains Mono. This issue is to determine an implementation approach for rolling out this change.

Note: There is currently a draft MR in GitLab UI related to this issue.
