Cannot add merge request dependencies across projects

Steps to reproduce

• edit merge request (for example !20932 (merged))
• add merge request from different project as dependency (for example gitlab-build-images!244 (merged))

What is the current bug behavior?

no dependency is created and no error message shown

What is the expected correct behavior?

merge requests are marked as dependent
