Timestamp in pop over on Activity Stream is seen in UTC

Summary

The timezone set in settings is IST and the same time is reflected elsewhere correctly, however for Activity Stream the time seen is UTC.

Steps to reproduce

  1. Set user timezone (currently not seen in User Profile Settings - )
  2. Create a new issue and verify time seen is current time as per timezone
  3. Navigate to Activity Stream page, check timestamp seen is as per UTC and not user-defined timezone.

What is the current bug behavior?

  1. Currently timestamp seen in pop over on Activity Stream is seen as per UTC timezone and not user-defined timezone

What is the expected correct behavior?

  1. Timestamp on Activity Stream and every other page should be updated by user-defined timezone
