🎨 Design: Organization admin navigation flow

Overview

In the Organization roadmap two areas were identified to be designed:

• New navigation is needed to house admin functionality moved from the current admin
• Admin navigation will be accounted for

The goal of this issue is to investigate and design those concepts.
