Allow read-only access to group settings and project settings to non-owners

Problem to solve

We've documented Edit group (settings) as owner-only for many years.

This can create cumbersome situations when for example an active member in a group that needs to have a very different owner (for compliance reasons, for example), needs to merely look some setting value. Specifically, in this internal support case, a maintainer needs information from the /-/settings/applications page of a group.

Proposal

Group settings should receive a read-only option, that can be granted to for example maintainers. Similarly, we have a setting to allow git push --force to certain roles and/or users.
