Summary

Image upload into comments on issues does not work

Steps to reproduce

1. Use Chrome (the issue does not show on Safari)
2. Go to a project in gitlab.com
3. Comment on an issue and paste a screenshot into the comment.
4. Notice that on the bottom right of the comment frame the upload spinner says 0% and keeps spinning for ever.
5. click comment
6. Notice that the image is not there. E.g. in https://gitlab.com/gitlab-data/product-analytics/-/issues/759#note_1126659000
