Add prefix to feed tokens

Much like Personal Access Tokens with the glpat- prefix, adding a prefix to RSS feeds tokens would make it easier for secret detection and incident response to be effective.

Feed tokens are an attribute on User model.

This would be for new token only, does not include a migration of existing tokens to use a prefix.
