Explain why a runner is "never contacted"

This issue is related to the Runner Fleet CMS FY23. Users were unsure why a runner was never contacted
and if that really would impact its ability to run jobs.
P.S. the task here was to view runners in the instance and determine if they can run jobs.
Supporting evidence
Not if I don't know if I found the problem correctly, it was a test in this respect, but, but it's the same UI that I'm using and I know what, how it looks and where to look.
