Pause many runners at once

This came from the Runner Fleet FY23 CMS. Users need a way to bulk pause many runners at once. This seems to be related to upgrading and troubleshooting runners. They want to be able to pause many to upgrade them and not interrupt jobs, or if they see some problems arising with runners, they'll pause them and investigate.

It's lacking a means of managing multiple runners at the time. Right? I cannot, for instance, pause a number of runners. I cannot pause a number of, I cannot pause runners

Add pause as another bulk action (in addition to where delete is today)
