Implement i18n translation for BiDi character tooltip

Description

In !99977 (diffs) we removed the i18n translation from the BiDi character wrapper so that we can make the BiDi wrapper webworker-friendly.

We should find a way to do the translation.

Potential solution

• Pass the transled string to the webworker where the webworker is executed.
