Terms of Service "Decline and sign out" does not redirect to configured sign out page

A customer has reported that upon clicking "Decline and sign out" on the terms of service page, users are immediately signed back in (via configured auto_sign_in_with_provider) instead of being redirected to their custom sign out page.
