REST API: Runner status will not return "paused" or "active" values, endpoints will not accept "active" argument

Description

1. Paused runners' status will only be related to the runner contact status, such as: "online", "offline", "not_connected". Status "paused" will not appear when the runner is not active.
2. Endpoints taking active argument will only take paused instead.
