Build agentk in FIPS mode
agentk needs to be built with host Go SDK to include compliant cryptography modules. This is similar to #364681 (closed).
agentk needs to be built for amd64, arm (ubi8 images that we use for FIPS do not exist for 32 bit architectures, only 64 bit), arm64 architectures. See #364681 (comment 1092019464).

For some GitLab customers, U.S. government regulatory requirements require using FIPS (Federal Information Processing Standards) compliant software. The FIPS 140-2 and FIPS 140-3 publications define the security requirements for cryptographic modules used in computer and telecommunication systems and within cyber systems that protect sensitive information. The agent for Kubernetes is now available on a FIPS-enabled GitLab installation accompanied with FIPS-compliant agent
images to be installed into the clusters.
