Offer to transfer the go-gitlab repo to GitLab

Hi,

I'm the maintainer of the go-gitlab package and I've been in contact with @nagyv-gitlab about the possibility to transfer the repo to GitLab. I offered this option a while ago when the GitLab Terraform provider (which is build around the go-gitlab package) was transferred to GitLab, but back then it somehow wasn't an option.

Yet a few months ago @nagyv-gitlab reached out to see if we could improve the way of working between the GitLab team who manages the Terraform provider and myself. I told him that I'm not actually using the go-gitlab package myself anymore (for a couple of years now to be honest) and that I keep maintaining the project just as a courtesy to the community.

But it does get a lot of issues and PRs so it takes a lot of my free time. Especially considering I'm not using it myself anymore... So I would like to put this offer on the table yet again to see if that now is an option?
