Design: Explore pipeline new view for summarized information

Summary
During recent discussions held in #367674 (closed), it was uncovered that options being considered (examples here) for helping improve usability of the the pipeline graph have trade-offs within the graph that make it very unwieldy very quickly because of the number of factors to account for.
Proposal
In that issue, it was proposed to explore the use of implementing the GlTableLite component for toggling between the pipeline graph and the table view as it gives the user the option to select what works best for them in their configuration setup.
By enabling via a feature flag and including metrics that can be stored and displayed in Sisense, product and engineering would better understand the behaviors of our users. This view can be seen as a dashboard to tell you what is going on with your pipeline and based on usage, it would inform UX about how it's being widely and if it would be worth the investigation here.
