Problem to solve

Using the search on the user settings pages, when you enter an invalid query in the search field, it hides the title of the page as well.

User experience goal

An empty state shouldn't hide critical information such as the title of the page.

Tentative proposal

Either change the layout of the page or present the empty state alongside the title, not covering it.
