Add ability to reposition discussion pins on designs

Problem to solve

As a user that created a discussion on a design within Design Management, I can't move/reposition my discussion "pin" on the design image.

Scenarios

• I create a discussion but realise I've placed my pin in a position on top of an important element on the design (i.e. it's now hidden) and want to reposition the pin such that the important element is visible
• I simply made a mistake on my positioning and want to reposition the pin correctly
• I realise that a slightly different position on the design better supports my discussion topic, and want to reposition it

Intended users

• All users of design management that are able to make comments

Permissions

• (Probably) only the discussion creator should be able to readjust their pins

Proposal

• Simply allowing pins to be repositioned via drag and drop, or;
• The above, but with an explicit "Edit Pin" button to enable the drag-and-drop-ability
