Re-enable gemnasium tests with timeout issues

Proposal

The java-maven-offline-qa fips and scala-sbt-qa fips test were disabled in Temporarily disable tests with timeout issues (gitlab-org/security-products/analyzers/gemnasium!397 - merged) because they were failing due to timeout issues. The purpose of this issue is to figure out why these tests are failing and re-enable them.
