Upgrade sprockets to 4.x

It looks like the version of sprockets we're on has known issues with Ruby 3 compat: https://github.com/rails/sprockets/pull/625

This commit is not in 3.7.2: https://github.com/rails/sprockets/compare/v3.7.0...v3.7.2

The next release is a major release 4.x.

We need to check if we're affected by this or consider upgrading to 4.x.
