At group level, an empty merge request search result view does not include the buttons, search bar, etc.

Summary

If you search for merge requests and there are no results, the search infrastructure isn't rendered on the page.

It states "Sorry, your filter produced no results" and "To widen your search, change or remove filters above" but the filters are gone.

Steps to reproduce

Search for an author with no MRs in gitlab.org

Also:

• Assignee with no results
• Target branch with no results

Result is the same for all three.
