In a nutshell: Allow project settings to be customised during creation.

99% of the time, when I create a new project, the first thing I do is go into "Settings", expand "Visibility, project features, permission", and turn off a whole multitude of options.. Often the only options left enabled is "Repository" with "Merge Requests". It would be really nice if these options could be set on the "Create new project" page instead, sparing us from a great many unnecessary mouse clicks.
