UX: Make the email field in Usage Quotas > Seats more useful

The email field in Usage Quotas > Seats, when set to private, is not useful for a group owner.

This insight was found as part of a heuristic walkthrough for the UX scorecard linked below. It was also confirmed in a recent customer call.
The customer wondered why, as a group owner, they can't see the email addresses of their own employees.
Action
Explore whether email addresses should be shown on the usage quotas page.
Is an override needed? Could we simply show the email address to people with permission to view usage quotas?
Why is the email set to private?
If you click on your avatar and go to Preferences > Profile, there is a setting called "Public email". The explanation given is "This email will be displayed on your public profile." It gives the user the choice to select "Do not show on profile" or to select the email address that will be shown.
The profile is not the same as usage quotas. Users need Owner or Maintainer permissions to view usage quotas. So showing the email address here shouldn't violate the user's settings.
