/epic quick action is missing error message for missing permissions

Steps to reproduce

• create a group
• create a project in the group
• make user maintainer of project (but don't add to group)
• create epic in group
• create issue in project and use /epic quick action to add epic

What is the current bug behavior?

Added an issue to an epic. is shown—which is a lie.

What is the expected correct behavior?

Could not add issue to epic because you don't have permission. is shown.
