Run model validations when importing from GitHub

Problem

Our GitHub Importer bulk inserts data fetched from GitHub skipping ActiveRecord validations and callbacks.

While it boosts importer's performance, it can cause unexpected behaviour.

Proposed solution

We should still run model validations and filter out any records that are invalid.
