Add FKs for ci_partitions and routing tables

Description

We've added the ci_partitions table and partition_id columns to a few ci_tables but we've decided to defer adding the FK relations until we have the routing tables in place: !96856 (comment 1090328919)

Proposal

Defer the FK addition until after we have split the partition zero into more manageable chunks.
