Add "Show labels" capability to the Milestones page

Problem to solve

When looking at the Issues and MR lists from within the Milestones page, they are quite cluttered and very busy with all the labels, thus requiring excessive scrolling if lists are long.

Proposal

Provide an ability to hide all the labels from the Issues and MR lists within the Milestones page similarly to the Issues Boards page. This will declutter and make the display much less busy for personas/users who don't need to see all the labels for faster scrolling through the lists.

Permissions and Security

The same sort of permissions and security applied on the Issues Boards page could perhaps be leveraged.
