Enforce delayed deletion of user contributions upon user deletion

Problem to solve
Accidental deletions of User contributions causes preventable restore work for customers and for GitLab Support. We're working on UI updates to clarify what gets deleted in:
- gitlab#337556 (Indicate to admins that users that are the sole owner of a group can only be hard deleted)
- gitlab#364090 (Show preview of delete contributions when deleting user in admin)

As an additional safeguard, can we force contribution deletions due to a user account deletion to be delayed?
Ideally, the deleter can select from a few defaults like 7 and 30 days, plus whichever values the instance and/or affected groups have set already.
