Add group-level protected branches settings view

Problem description

As described in the parent epic &8679 Users want to be able to have standardized workflows across teams and projects and leverage protected branches as a way to do this.

Implementation plan

• Only display if the feature flag is enabled.
• Add the shared form to the group settings view.
• Make sure the form saves to the group.
• Add specs
• Update documentation
