Introduce Ci::PartitioningAnalyzer

Description

As part of the work required for CI Time decay we want to be able to detect when a query does not go through a routing-table.

Technical Proposal

  • Extract Ci::PartitioningAnalyzer from POC
  • Be able to detect queries not going through a routing table (eg: p_ci_builds_metadata for Ci::BuildMetadata)
