Let subgroups override "Prevent project forking outside current group" setting of top-level namespace

Problem to solve
For some organizations, this top-level-only group setting is too restrictive, as different sub-departments within a GitLab.com namespace want to enact different workflows and inner-sourcing strategies. Requested by a Gold customer (internal ticket).
Proposal
Make the existing top-level setting adjustable for sub-groups.
