Trigger mergeRequestMergeStatusUpdated when a blocking MR is added or removed

Problem to solve

We want the merge widget to show updated status when a blocking MR is added to a MR or removed from a MR.

Proposal

Trigger the mergeRequestMergeStatusUpdated subscription when:

• blocking MR is added
• blocking MR is removed

We can trigger the subscription in MergeRequests::UpdateBlocksService.
