Allow for Pipeline Schedules list to be reordered

Release Notes

The user can sort the pipeline schedule list by description, ref, next run, created and updated dates.

Problem to solve

Currently the Pipeline Schedules page lists Schedules by created date. However, there's no way to change this order for the user, which can cause the page to get confusing to parse when there's multiple schedules. We should add the ability for the user to sort and reorder the list manually.

Proposal

Being able to click and drag the schedules into the desired order would be great, not unlike our issue boards.

What does success look like, and how can we measure that?

User is able to sort the Schedule list as they want.
