Hide tasks from issues list when parent exists

Proposal

When a work item has a parent, only the parent should be shown by default. Currently this applies to tasks. While all tasks start with a parent issue, they can be unlinked resulting in the need to show tasks without parents (as otherwise there is no way to find those unlinked items).
