Disable GitLab issues when Jira integration is enabled by default

Problem
Some participants struggled to understand the interaction between GitLab issues and Jira issues. They expected an issue created within GitLab should sync to Jira, wanted to export GitLab issues to Jira, or were uncertain of what happens if you turned off GitLab issues.
GitLab recommends that you should only use one issue tracker at a time.
Proposed solution
When setting up the Jira integration, the default workflow would disable GitLab issues. The user could opt to not disable GitLab issues, but the would be warned that there is no syncing or export functionality between GitLab and Jira issues.
