Collapse all threads button doesn't fully collapse diff line discussions

How to reproduce

1. Open any MR Changes tab with comments on the changes (Example)
2. Click Collapse all threads button ().

Expectation: All comments should fully collapse

Reality: Comments stay expanded

The problem with this is that sometimes author comments distract you from reading actual changes to the code and it would be very nice to see them collapsed as well.
