Add padding around the Editor in manual Vulnerability creation page

Summary

The editor in the manual Vulnerability creation page lacks padding. We need to add a bit padding.

Steps to reproduce

  1. You need an EE license
  2. Go to Security & Compliance > +Submit Vulnerability
  3. Type something in the description editor

Implementation plan

  • Modify ee/app/assets/javascripts/vulnerabilities/components/new_vulnerability/section_name.vue to add padding inside the editor
