Pipeline quota page: Make diagram more granular (daily or even live)

Release notes

The /-/usage_quotas#pipelines-quota-tab diagram previously showed the monthly aggregate data. For auditing and budgeting purposes, this was often not granular enough. We updated the graph to show daily data.

Problem to solve

Monthly diagram for CI/CD minutes usage & Shared runner duration is not granular enough for some customers.

Proposal

Plot daily data, maybe as bars, while keeping the line/area graph for the monthly aggregate.
