Navigating back to Changes doesn't work if you use discussions navigation

Steps to reproduce

1. Open any MR that you own with none of the discussion threads related to the code
2. Go to Changes tab
3. Click on Next or Previous button (), you should be redirected to the Overview tab
4. Click on a Back button in your browser

Expectation: you should be brought back to the Changes tab right where you left off

Reality: you are brought to the page where you were before going to the Changes tab or simply stay on the Overview tab
