Seed project release in development environment

I was recently reviewing !19912 (merged)

The MR was fairly straightforward, adding pagination to the project releases page. The code was good and I wanted to verify the functionality locally before merging but there were no projects pre-configured with release info in GDK.

I'd like to propose that a db fixture be added to seed project release. This will make it easier to verify certain use cases and test release in the development environment
