  Do we want to convert this controller spec to a request spec in this MR or convert it in a follow up MR?

Move/convert all the spec/controllers/{projects,groups,admin}/hooks_controller_spec.rb files to spec/requests/{projects,groups,admin}/hooks_controller_spec.rb
