Geo: Update the Geo components in the Admin area dashboard

Overview

It started from the comment from @mkozono #370154 (comment 1057954658)

I did not realize we show whether this is a Primary site or Secondary site in /admin Components, but we do, and so with secondary proxying enabled this is always "Primary" now.

(I suggest the action to take here is to remove that data or replace it with something not site-specific)

Non-Geo enabled	Geo-enabled

• If this instance is not using Geo:
  • Geo is disabled in the feature section.
  • No Geo item in the component section.
• If this instance is using Geo:
  • Geo is enabled in the feature section.
  • Geo shows up in the component section, with the note of which site it is.

Proposal

• We could remove the Geo in the component section to reduce confusion.
• If there are users who are not using the unified URL, then they will still see the read-only banner.
