Create UI to compare different Candidates

• :gitlab_instance/projects/:pid/–/experiments shows the list of experiments

• :gitlab_instance/projects/:pid/–/experiments/:eid/ shows an experiment and its candidates

• :gitlab_instance/projects/:pid/–/candidates/:cid shows detail on the candidate:

• Display added candidate metrics, params information as a table of key/value pairs

• Initially Planned but left for later

  • Compare Params/Metrics using HiPlot https://facebookresearch.github.io/hiplot/experiment_settings.html (reason: it's not a critical feature to users I've spoken to, Comments seem to be a more useful feature)

• Not planned for the MVP, but soon after:

  • Comment session on experiments
  • Experiment and Candidate Tags
  • Automatic report on MR
