Update the Delete Tag confirmation modal to match Pajamas guidelines

Problem to solve
The Delete Tag confirmation modal doesn't match the latest Pajamas guidelines for high severity action confirmation modals.
The modal shouldn't use all caps text and an alert inside it to highlight information.
Proposal
Remove all caps text and alert, use bold text for emphasis instead.
- Heading: Permanently delete tag?
- First sentence: Deleting the v2.0 tag cannot be undone.
- Prompt: Are you sure you want to delete this tag?
