Filter dropdown in issues and epics list views disappears when scrollbar is clicked

Summary

The dropdown that appears after choosing a filter type when filtering on an issue or epic list view sometimes requires a scrollbar if the list is long. The scroll work fine with a touchpad or scroll mouse, but if the scrollbar is selected (at least on a Macbook, Chrome browser), the entire dropdown disappears.

Steps to reproduce

• 1. Go to https://gitlab.com/gitlab-org/gitlab/issues
• 2. Click into the filter and choose Label
• 3. Click on the scrollbar in the Label dropdown which should trigger the issue of the dropdown disappearing

Dropdown can be selected and scrolled by moving the mouse
