Delete an artifact on artifacts page

Problem to solve
We need to allow for users to delete artifacts in the UI. This issue is to allow for them to delete artifacts one-by-one. This is important as artifacts add up into storage and they need to be reviewed by platform engineers/devops engineers as part of their maintenance responsibilities.
Proposal
Add a delete button in each row to delete artifacts.
