Docs feedback: Can't find "export issues to CSV" button

This documentation suggests that there should be a button to export to CSV. Here's the linked image:

I can't find that button on the top bar of the issues tab on my gitlab instance:

no-issue-export-button

Note: I'm running gitlab CE, self-hosted, version 12.3.4
