"More Actions" Tooltip covers "Copy link" option when open

Summary

Tooltip for "More actions" over on comments won't fadeout and covers first option "Copy link"

Steps to reproduce

Click "options" on top right of comment on any MR Tooltip "More actions" will activate and won't fadeout

What is the current bug behavior?

Tooltip will cover the first option of menu. It won't let me read what option would it be if selecting.

What is the expected correct behavior?

Tooltip should activate and fade it above or to the left of the button for us to see available options.
